The Division of University Relations is responsible for oversight of the Office of Public Affairs & Communications, Office of Government Relations, Office of Corporate Relations & Economic Engagement, the Institute for Business & Entrepreneurship (IBE), and the Wisconsin Institute for Public Policy & Service (WIPPS).

POSITION SUMMARY
This position is a two-year professional academic staff position under the supervision of the UW Native American Liaison within UW Administration.  The NAGPRA Administrator will serve as the primary contact for compliance and research to ensure all applicable policies, laws, and regulations are being met and upheld. The NAGPRA Administrator will work closely and collaboratively with NAGPRA Committee leaders and team members across the universities. Qualified individuals will possess exceptional communication and interpersonal skills to collaborate across the Universities of Wisconsin to ensure compliance with all NAGPRA regulations.

MAJOR RESPONSIBILITIES
Responsibilities include the following key activities:

  • Oversee NAGPRA processes and initiatives to include working with Tribal Nations and universities to develop a strategic plan for NAGPRA implementation, and the development of project objectives, benchmarks, and processes for NAGPRA implementation. Compile reports and data to support project planning and recommendations.
  • Develop and implement outreach strategies to proactively engage Native American communities in NAGPRA consultations. Advise on potential partnerships to further the Universities of Wisconsin’s ethical stewardship goals.
  • Effectively communicate about the work of NAGPRA implementation to the Board of Regents and provide Wisconsin Indian Tribe Officials an annual update on NAGPRA activities.
  • Cultivate positive relationships on behalf of Universities of Wisconsin with Native American communities.
  • Assist with university-to-university collaboration regarding NAGPRA efforts.
  • Ensure consistent reporting across Universities of Wisconsin to the National NAGPRA Office.
  • Maintain and make available Universities of Wisconsin resources and documentation relating to NAGPRA compliance; and ensure documentation is consistent with confidentiality provisions in federal and state law and is protective of sensitive information.
  • Collaborate with relevant State and Federal partners to ensure NAGPRA compliance.
  • Research and compile competent examples of strong Tribal/University partnerships related to NAGPRA and Historic Preservation.
  • Facilitate formal NAGPRA-related consultation with Wisconsin Tribes, other Tribal nations and/or the National NAGPRA Office as needed, in coordination with the efforts of the Universities of Wisconsin Tribal Liaison to ensure compatibility with activities conducted under RPD 8-2, Tribal Consultation. This work might include organizing and hosting joint consultation sessions that involve more than one university.
  • Provide updates on NAGPRA compliance activities for the annual tribal consultation meeting held under RPD 8-2, Tribal Consultation.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Archaeology, Anthropology, Cultural Resources Management, Native American Studies, Legal Studies, or a similar related field.
  • Five plus years of related experience, including the ability to implement a project or program.
  • Experience working with Tribal and Indigenous communities, including conducting discussions and/or consultations.
  • Appreciation of, and respect for, the variety of traditions and cultural protocols practiced by Tribal Nations.
  • Thorough knowledge of NAGPRA Regulations.
  • Advanced written and verbal communication skills.
  • Strong interpersonal skills.
  • Ability to travel for a significant percentage of time as needed.

PREFERRED QUALIFICATIONS

  • Demonstrated experience in successful project management involving multiple stakeholders, meeting deadlines, and working collaboratively as part of a team.
  • Experience working with sensitive collections and information.
  • Database skills.
  • Problem-solving skills to recognize potential areas of stakeholder concern and address, resolve and/or mitigate problems or issues.

WORK LOCATION
Hybrid work options may be available. The office location may vary, based on the incumbent’s location. Preference will be given to candidates that reside within the state of Wisconsin. Telecommuting agreements are subject to change at any time.

COMPENSATION AND BENEFITS
This is a full-time, two-year, fixed term, terminal academic staff position. Well-qualified candidates can expect a starting annual salary within the range of $90,000 – $102,900 annually commensurate with the candidate’s education, related experience, and qualifications.
