The Wisconsin Institute for Citizenship and Civil Dialogue (WICCD) conducts regular surveys to measure performance in critical thinking, civil discourse, freedom of expression, and academic freedom across Universities of Wisconsin campuses.

These surveys are conducted in alignment with the Universities of Wisconsin 2023-2028 Strategic Plan, which champions “democratic principles of free expression, academic freedom, and civil discourse.” Our goal is to conduct rotating surveys of students, faculty, and staff for continuous improvement of campus climate and culture.

2025 Faculty & Instructional Staff Survey

WICCD is developing a survey to be sent to faculty and instructional academic staff across Universities of Wisconsin campuses. The survey will measure perspectives on freedom of expression, academic freedom, viewpoint diversity, and civil dialogue.

Advisory Board

Alex Arnold - Director of Research, Heterodox Academy Alex Arnold is Director of Research at the Heterodox Academy, the leading nonpartisan organization for faculty, staff, and students working to ensure that universities are places where intellectual curiosity thrives.

Donald Downs - Alexander Meiklejohn Professor Emeritus, University of Wisconsin-Madison Donald Downs is Alexander Meiklejohn Professor Emeritus and Glenn B. and Cleone Orr Hawkins Professor Emeritus at the University of Wisconsin-Madison. He directed and co-founded the Center for the Study of Liberal Democracy and directed the Legal Studies Program and its Center for the Study of Law, Society, and Justice. He is a founding member of the Academic Freedom Alliance and serves on its Academic Committee. He is the lead faculty advisor to the Free Speech and Open Inquiry Project of the Institute for Humane Studies and received the Jeane J. Kirkpatrick Academic Freedom Award for his defense of academic freedom and freedom of thought.

Nathan Honeycutt - Research Fellow, Foundation for Individual Rights and Expression Nathan Honeycutt is a Research Fellow at the Foundation for Individual Rights and Expression.

Eric Kasper - Professor of Political Science and Director of the Menard Center for Constitutional Studies Eric Kasper is Professor of Political Science and Director of the Menard Center for Constitutional Studies.

Amna Khalid - Associate Professor of History, Carleton College Amna Khalid is an Associate Professor of History at Carleton College. She hosts the podcast "Banished" and was inaugural John Stuart Mill Faculty Fellow at Heterodox Academy. She is a founding member of the Academic Freedom Alliance.

Pascale Manning - Associate Professor, University of Wisconsin-Oshkosh Pascale Manning is an Associate Professor at the University of Wisconsin-Oshkosh teaching in the Department of English and the Honors College. She currently is Faculty Senate President.

Jacquie Pfeffer-Merrill - Director, Campus Free Expression Project Jacquie Pfeffer-Merrill directs the Campus Free Expression Project, a project she launched at the Bipartisan Policy Center and brought to the Council of Independent Colleges (CIC) in 2024.

Richard Schutta - Lecturer, University of Wisconsin-Stout Richard Schutta is a Lecturer in the English, Philosophy & Communication Studies Department at the University of Wisconsin-Stout. He currently serves as Chair of the Senate of Academic Staff.

Kristen Shahverdian - Program Director of Campus Free Speech, PEN America Kristen Shahverdian is Program Director of campus free speech at PEN America, an organization promoting and defending the freedom to create literature, convey information and ideas, express views, and access the views, ideas, and literatures of others.

Nadine Strossen - John Marshall Harlan II Professor of Law Emerita, New York Law School Nadine Strossen is John Marshall Harlan II Professor of Law Emerita at New York Law School and past President of the American Civil Liberties Union. She is a Senior Fellow with FIRE and serves on the advisory boards of the ACLU, Academic Freedom Alliance, Heterodox Academy, National Coalition Against Censorship, and the University of Austin.

Chia Youyee Vang - Vice Chancellor for Community Empowerment & Institutional Inclusivity, University of Wisconsin-Milwaukee Chia Youyee Vang is Vice Chancellor for Community Empowerment & Institutional Inclusivity and Professor of History at the University of Wisconsin-Milwaukee. She has received numerous recognitions for scholarly excellence and commitment to diversity, equity and inclusion in higher education.
