Accessibility of Web Content and Mobile Applications Policy
The Universities of Wisconsin Digital Accessibility Policy – UW System Administrative Policy 655 was approved on May 13, 2025. This policy has been created to support our commitment to “fostering a culture of inclusion for people with disabilities by ensuring that the web content and mobile applications (mobile apps) associated with administration, instruction, departmental programs, and University-sponsored activities are accessible for independent and equal use.”
Accessibility of Web Content and Mobile Applications Guidance
The Accessibility of Web Content and Mobile Applications Guidance document provides plain language guidance to comply with UW System Administrative Policy SYS 655, Accessibility of Web Content and Mobile Applications, and provides information for common digital accessibility applications. Not all standards are reviewed in this guidance document. If a reviewer seeks a specific standard or success criterion not readily evident in this document, consult WCAG 2.1. In limited circumstances, complying with the WCAG 2.1 Level AA standards may result in a fundamental alteration or undue financial and administrative burdens to a university service, program or activity. For guidance, users must consult their designee as noted in the policy.

The purpose of this policy is to express the Board of Regents’ expectation that the UW System, its institutions and agents shall respect the rights of individuals under the Americans with Disabilities Act of 1990 (ADA), including changes made by the ADA Amendments Act of 2008, Section 504 of the Rehabilitation Act of 1973, The Wisconsin Fair Employment Act and other applicable state and federal laws that prohibit discrimination on the basis of a disability.

Guidance on Digital Accessibility Compliance Using a Risk-Focused Approach
The UWSA Digital Accessibility Working Group has put together this guide for fulfilling compliance obligations based on a risk-focused approach. This is intended as internal guidance only for informational purposes. It assists universities in determining how to incorporate the necessary steps to implement the new requirements under the UW System Administrative Policy SYS 655. Accessibility of Web Content and Mobile Applications (hereinafter referenced as “SYS 655”) on or before April 24, 2026.
