What will my salary be when I transition? If my salary is changing, when will that go into effect?

Salaries will remain unchanged for the transitional year.

Will my insurance, leave balances and other benefits change when I move to the receiving institution?

No. There will be no benefit changes because of the UW System restructuring project.

Employees and Immigration Status

How is the University going to handle UW Colleges and UW-Extension employees who do not have a permanent immigration status?

The UW System is carefully researching this matter with a goal of ensuring a smooth transition for all faculty and staff. The UW System will contact individual employees affected by immigration issues directly.

Employment Transition

Will there be layoffs?

This proposal was created to improve access to higher education and maintain the UW System’s presence in communities throughout the state. The proposal was not developed with job reductions as a central principle. Our goal is to determine how we can ensure a sustainable, successful future for our two-year campuses and continue to serve Wisconsin residents. Many institutions have already been managing the fiscal effects of enrollment declines and budgetary constraints, and those challenges will continue moving forward.

If I am a UW Colleges or UW-Extension employee now, do I become a member of the receiving institution on July 1, 2018, or do I maintain a UW Colleges or UW-Extension identity?

With a few exceptions, the reporting structures for UW Colleges campus-based employees have moved under the authority of the receiving institutions on July 1, 2018. All transitioning UW Colleges and UW-Extension employees are likely to continue reporting to the same supervisor, remain a part of the same department, and will maintain a UW Colleges or UW-Extension identity while efforts are undertaken to fully transition employment to the receiving institution over the course of the next year.

If I have not heard anything about my position, does that indicate that I am not going to be employed this fall?

No. A staffing plan for academic year 2018-19 has been developed and will be implemented, including issuance of contracts to instructors.

Is there anything employees need to do to facilitate the transition to the receiving institution?

Employees do not need to do anything to initiate the transition. Receiving institutions will initiate conversations with transitioning employees in the weeks leading up to July 1, 2018.

Will there be buyouts/voluntary separations?

Voluntary Separation Incentive Program (VSIPs) are not planned as a direct result of this proposal, but have been planned or executed at almost every UW institution during the last several years due to budgetary constraints.

Will UW Colleges send employee information and personnel files to the receiving institutions?

All employee files will transfer to receiving institutions during the Restructuring project’s transitional year.

Is the process by which employees submit payroll time and leave requests going to change?

During the Restructuring Project’s transitional year (July 1, 2018-June 30, 2019.), there will be no disruptions to payroll or other services, which will be provided by Central HR in partnership with receiving institutions.

Staffing Decisions

Who will be making staffing decisions during the transition year?

Receiving institutions will be responsible for making staffing decisions during the transition year and going forward.

How will decisions involving individuals applying for tenure next year be determined?

Per the initial Board resolution on restructuring, employees shall continue to enjoy job security rights and shared governance rights consistent with their current appointment at UW Colleges and UW-Extension. The UW System Board of Regents is expected to discuss tenure at its June meeting.

Will faculty be required to teach at multiple campuses?

This is being examined as part of the planning and implementation phase of the project.

How will current split faculty appointments between two UW Colleges’ campuses change?

This is being examined as part of the planning and implementation phase of the project.

Will there be administrative offices and staffing at each campus?

Each receiving institution will make its own decisions about how administrative staffing will be handled on its branch campuses and will be established in the branch campus administration organizational charts under development.

Do regional employees have to reapply for their positions?

Receiving institutions are developing organizational charts to provide administration of branch campuses. Once those are complete, receiving institutions will have the ability fill the positions in the organizational chart in the best way they deem fit.
