Policies Approved

On June 28, President Cross approved revisions to SYS 205, Employment of Student Helpand SYS 206, Student FICA Exemptions.

Please find a detailed description of the approved policy revisions below:

SYS 205, Employment of Student Help

The effective date of the revised policy is June 28, 2019.

Summary of Policy and Policy Revisions

This policy sets forth the UW System operating policies for employment of student employees, including compensation, scheduling, and institutional and System Administration responsibilities.

  • Technical revisions were made to update language. The policy was formatted into the standardized policy template, which includes moving language into the appropriate section of the template and the usage of consistent formatting.
  • References to other policies and documents were added throughout the policy.
    • Language was added to Section 4. Background to direct readers to Gen 20, Student Employment, regarding provisions specific to student employment.
  • Substantive changes were made in Section 1. Policy Purpose.
    • Information regarding the rising costs of higher education and the university’s responsibility to identify jobs in the best interest of its students was deleted, as the language was deemed unnecessary in this context.
    • Language regarding Student FICA Exemptions was deleted as that information is covered in SYS 206, Student FICA Exemptions.
  • Substantive changes were made in the following sections of the policy:
    • Revisions were made to Section 6B. Non-Hourly Student Appointments and Employment to reflect tracking and reporting hours of non-hourly student appointments and employment.
    • Language was added to Section 6E. Institutional Responsibilities to direct readers to constraints surrounding student hourly employees.
    • Changes were made to Section 6F. Nondiscrimination and Affirmative Action to provide more detail information regarding  UW System’s policy on affirmative action and nondiscrimination.
  • Section 6G. Constraints was added to provide explicit constraints that apply to student hourly employees.

Affected Areas on Campuses

  • The institution’s Human Resources office is responsible for communicating the policy on campuses. The policy applies to all student employees of UW System institutions.

Expectation of Campuses on UWSA policy reporting

  • Limited flexibility is provided to campuses when implementing this policy. They can be more restrictive but not more lenient in terms of requirements of the policy.

Additional Communication

  • After approval notification of the policy, no additional training or follow-up communications are planned at this time.

SYS 206, Student FICA Exemptions

The effective date of the revised policy is June 28, 2019.

Summary of Policy and Policy Revisions

  • SYS 206, Student FICA Exemptions, details the specific criteria that students must meet in order to have earnings exempt from the FICA tax.
    • Technical revisions were made to update language. The policy was formatted into the standardized policy template, which includes moving language into the appropriate section of the template and the usage of consistent formatting.

Affected Areas on Campuses

  • The institution’s Human Resources office is responsible for communicating the policy on campuses. The policy applies to all student employees of UW System institutions.
