On January 26, 2018, President Cross approved an update to UW System Administrative Policy 910-Leasing and Vice President for Administration Cramer approved an update to UW System Administrative Procedure 910.A-Leasing Process.
The update to policy 910-Leasing:
- Clarifies that the policy applies to situations where the UW System is the lessor as well as the lessee, except that the associated procedure only applies when the UW System is the lessee.
- Amends the definition of a land rental agreement to provide direction when the UW System is the lessor (review deed for conflict/covenants that prohibit leasing the land parcel in question).
- Amends the definition of a facilities rental agreement to recognize that such agreements may be with non-private entities and that the UW may be the lessor.
- Establishes an additional signature delegation threshold, allowing the UW System President or designee to delegate signature authority to chancellors to sign facilities rental agreements, facilities use agreements, inter-agency agreements, and land rental agreements that have an annual gross rent greater than $25,000, so long as those agreements do not exceed the thresholds or criteria that would necessitate Board of Regents approval under RPD 13-2.
The update to procedure 910.A – Leasing Process clarifies that the procedure only applies when a UW System institution is the lessee.
