Airlines require that the air reservation is booked with the infant details (even if not purchasing a seat for the infant) from the very beginning of the ticketing process and will not allow for modification of the reservation after ticketing. Therefore, if a ticket is booked within Concur and you are attempting to include an infant, the ticket will have to be cancelled, and then re-created; resulting in a possible fare increase.
