The UPS Operational Policies, provide the framework for UW institutions, other than UW-Madison, to extend the UW Board of Regents’ authority to university staff.
The 2011-13 biennial budget (2011 Wisconsin Act 32) created Wis. Stat. § 36.115, authorizing and directing the development of university personnel systems separate and distinct from the personnel system under Chapter 230 of the Wisconsin Statutes. In order to accomplish the intent of Wis. Stat. § 36.115 the Board of Regents adopted the following set of policies with an effective date of July 1, 2015 as the foundation for University Personnel Systems and HR Design.
