Stat.\u00a0<ins cite=\"mailto:Margo%20Lessard\" datetime=\"2014-07-22T15:50\"><a href=\"http:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/36\/115\">\u00a7 36.115<\/a><\/ins>\u00a0authorizes and directs the University of Wisconsin System to develop two distinct personnel systems: one for UW-Madison and one for all other UW System institutions.\u00a0 They are separate and distinct from the personnel system outlined under\u00a0<a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/230\">Chapter 230<\/a>\u00a0of the Wisconsin Statutes (State Employment Relations).\u00a0 Effective July 1, 2015, the statutes contained in\u00a0<a href=\"https:\/\/docs.legis.wisconsin.gov\/statutes\/statutes\/230\">Chapter 230<\/a>\u00a0and the rules and procedures established by the Office of State Employment Relations are no longer applicable.\u00a0 University staff are placed under the authority of the UW Board of Regents.<\/p>\n<p>The new personnel systems are:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.wisconsin.edu\/uw-policies\/uw-system-administrative-policies\/section\/1200-series-university-personnel-system-operational-policies\/\">UPS Operational Policies<\/a>\u00a0which apply to all UW System employees excluding UW-Madison.<\/li>\n<li><a href=\"https:\/\/kb.wisc.edu\/ohr\/policies\/page.php?id=53204\">HR Design Policies<\/a>\u00a0which apply to UW-Madison<\/li>\n<\/ul>\n<p>These new systems were implemented on July 1, 2015. These policies apply to all UW System employees statewide. On July 15, 2019, the UPS Operational Policies were integrated into the\u00a0<a href=\"https:\/\/www.wisconsin.edu\/uw-policies\/uw-system-administrative-policies\/section\/1200-series-university-personnel-system-operational-policies\/\">UW System Administrative Policies &amp; Procedures \u2013 1200 Series,\u00a0<em>University Personnel System Operational Policies<\/em><\/a>. The UPS policies solely intended to provide interpretation\/implementation guidance were converted to web page format in the form of\u00a0<a href=\"https:\/\/www.wisconsin.edu\/ohrwd\/practice-directives\/\">practice directives<\/a>\u00a0and will be housed on the UW System Human Resources\u2019 website.<\/p>\n<h2>Unclassified Personnel Guidelines<\/h2>\n<p>The Unclassified Personnel Guidelines were effective prior to implementation of UPS and HRD on July 1, 2015.
