WEA Trust will not be an option in the State Group Health Insurance Program effective January 1, 2023. Additional information about your health insurance plan options for 2023 will be sent to you mid-September.

Summary

WEA Trust announced in June they will exit the health insurance market on December 31, 2022. They will no longer offer health insurance coverage through the State Group Health Insurance Program as of January 1, 2023.

The departure of WEA Trust from the health insurance market will affect participants enrolled in the following:

  • WEA Trust East
  • WEA Trust West – Chippewa Valley
  • WEA Trust West – Mayo Clinic
  • Access Plans by WEA Trust

WEA Trust announced late-July that their member portal (Maddy Portal) will no longer be available as of July 31, 2022. Review the Participant Communication 07/19/2022 below for additional information.

In August, the Department of Employee Trust Funds (ETF) summarized the Upcoming Health Plan Changes for 2023.

How are health insurance plan decisions made?

The Wisconsin Department of Employee Trust Funds (ETF) is responsible for negotiating with insurance carriers to ensure that employees have access to high quality insurance carrier and health plan options.

When will my health insurance coverage with WEA Trust end?

Your health insurance coverage with WEA Trust will end on December 31, 2022. Until then, you may continue to use your health insurance coverage with WEA Trust.

When will I need to take action to select a different health insurance carrier?

You will need to take action to select a different health insurance carrier during Annual Benefits Enrollment: September 26, 2022 – October 21, 2022.

When will I receive additional information from the UW System about selecting a different health insurance carrier?

You will receive additional information from the UW System mid-September.

Instead of waiting until Annual Benefits Enrollment to select a different carrier, can I change carriers now?

No. The WEA Trust departure from the health insurance industry is not a qualifying life event; therefore, you may not change your health insurance carrier now.

When will coverage with the health insurance carrier I select during Annual Benefits Enrollment begin?

Coverage with the carrier you select during Annual Benefits Enrollment will begin January 1, 2023.

After July 31, 2022 when the WEA Trust member portal (Maddy Portal) is no longer available, how can I review claims information?

WEA Trust will send paper Explanation of Benefits (EOBs) to your home after they process your health insurance claims. For questions about your EOBs or claims information, contact WEA Trust customer service directly (contact information below).

Will Maddy Virtual Care services still be available through December 31, 2022?

Yes. You should not see any interruptions with Maddy Virtual Care services. Further inquiries should be directed to WEA Trust customer service (contact information below).

Will all claims for services received in 2022 continue to be processed by WEA Trust?

Yes. WEA Trust is contractually obligated to continue to process and pay allowable claims for services received in 2022.
