Global Exchange Partnerships
The Hessen-Wisconsin Program was initiated and inaugurated in 1998 to expand the long-established cooperation between the two sister-states by offering a student exchange for all Hessen and Wisconsin universities of Higher Education. The ultimate objective was to serve as an “umbrella agreement” for as many bilateral cooperation opportunities between Hessen and Wisconsin universities as possible. The program is supported by the Hessen Ministry of Higher Education, Research and the Arts and the University of Wisconsin System, and is administered by UW-Oshkosh. More than 350 students from Wisconsin have studied in Hessen and more than 300 students from Hessen have had the opportunity to study in Wisconsin in return.
All UW System universities and state of Hessen universities participate in this program.

In 2005, Wisconsin Governor Jim Doyle and representatives from UW-Madison, UW-River Falls, and the UW System Administration travelled to Guadalajara to ratify the state-to-state Sister relationship and sign a Memorandum of Understanding between the Universidad de Guadalajara System and the UW System. The objectives of the Jalisco-Wisconsin Consortium and the UW System/Universidad de Guadalajara System partnership are:
- Create a framework for student exchange.
- Encourage faculty and administrative exchange and contact.
- Promote the mutual discovery of knowledge.
- Promote the establishment of programs of student and scholarly exchange through a consortium of participating universities and/or academic programs.
- Enhance educational and scientific cooperation between the citizens of the state of Wisconsin, United States of American, and the state of Jalisco, Mexico.
Aix-Marseille Université is a public research university located in the region of Provence, southern France and was founded in 1409. UW-Madison already had a long and fruitful relationship and academic agreements with Aix-Marseille Université and the University of Provence when in 2012 they merged to create the largest university in the French speaking world, enrolling about 74,000 students.
An agreement was signed in 2018 between the University of Wisconsin System and Aix Marseille Université to expand scholarly ties, facilitate academic cooperation, and promote mutual understanding between residents in the two countries and further the exchange of students, faculty and staff in the two university systems.
University of Nizwa, OMAN
The University of Nizwa (UoN) was established in the Sultanate of Oman in 2004 as a faculty governed not-for-profit private university. It is located 140 km from the national capital of Muscat in the interior region of Al-Dakhiliya near the historic former capital of Nizwa.
A collaboration agreement was first signed in 2010 thanks to the advocacy and support of UW-Oshkosh Emeritus Chancellor John Kerrigan and ratified as an agreement with the UW System in 2018. The agreement has resulted in a Memorandum of Understanding signed with UW-Madison’s School of Pharmacy and economic development initiatives.
The University of Nizwa is the first non-profit higher educational university in the Sultanate of Oman. It enrolls over 6,000 students, more than 80% of whom are young Omani women. They have experienced international faculty as well as Colleges of Arts & Sciences, Economics, Management & Information Systems, Engineering & Architecture, and Pharmacy & Nursing.
