Trump Announces \u201cFair and Reciprocal Plan\u201d on Trade<\/a><\/li>\n<\/ul>\n<p><strong>NIH Supplemental Guidance Release and Update<\/strong><\/p>\n<p>On February 7, 2025, the National Institutes of Health (NIH) released <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-25-068.html\">Supplemental Guidance to the 2024 NIH Grants Policy Statement: Indirect Cost Rates<\/a>. This guidance says, in part, \u201cPursuant to this Supplemental Guidance, there will be a standard indirect rate of 15% across all NIH grants for indirect costs in lieu of a separately negotiated rate for indirect costs in every grant.\u201d Following a multiparty lawsuit, of which Wisconsin is a party, a District Judge issued a <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.mad.280590\/gov.uscourts.mad.280590.25.0.pdf\">Temporary Restraining Order<\/a> on February 10, 2025, which effectively pauses this policy until a hearing on February 21, 2025.<\/p>\n<p><strong>Political Activity Guidance<\/strong><\/p>\n<p>As uncertainty continues around the emerging federal landscape and another election season nears, employees should be mindful of political activity and public advocacy guidelines.<\/p>\n<p>For more information, you can read the <a href=\"https:\/\/www.wisconsin.edu\/government-relations\/guidance-on-political-campaign-activities-at-university-of-wisconsin-system-institutions\/\">Guidance on Political Activities Frequently Asked Questions<\/a> document.
