{"id":6244,"date":"2025-01-29T08:05:13","date_gmt":"2025-01-29T14:05:13","guid":{"rendered":"https:\/\/www.wisconsin.edu\/government-relations\/?p=6244"},"modified":"2025-02-28T09:52:29","modified_gmt":"2025-02-28T15:52:29","slug":"memo-omb-directive-to-pause-disbursement-of-federal-financial-assistance","status":"publish","type":"post","link":"https:\/\/www.wisconsin.edu\/government-relations\/2025\/01\/29\/memo-omb-directive-to-pause-disbursement-of-federal-financial-assistance\/","title":{"rendered":"Memo: OMB Directive to Pause Disbursement of Federal Financial Assistance"},"content":{"rendered":"<p>Earlier today, the Trump administration <a href=\"https:\/\/www.nytimes.com\/live\/2025\/01\/29\/us\/trump-federal-freeze-funding-news\">rescinded its OMB directive<\/a> implementing a <a href=\"https:\/\/sheeo.us17.list-manage.com\/track\/click?u=273cdedba9f47ae33e0c2cddb&amp;id=462fc97e0e&amp;e=bf5264d3ea\">sweeping freeze<\/a> on<br \/>\nfederal grants and loans.<\/p>\n<p>The decision came after U.S. District Court Judge Loren L. AliKhan temporarily blocked the Trump<br \/>\nadministration from implementing the order in response to a <a href=\"https:\/\/sheeo.us17.list-manage.com\/track\/click?u=273cdedba9f47ae33e0c2cddb&amp;id=12c7e8f0a5&amp;e=bf5264d3ea\">legal challenge<\/a> from a network of nonprofit<br \/>\norganizations. This order, which only applies to existing funds that were already slated to be dispersed, is<br \/>\nset to expire on February 3 at 5 p.m. AliKhan is expected to render a more lasting decision during a hearing<br \/>\nscheduled for February 3. A <a href=\"https:\/\/content.govdelivery.com\/attachments\/WIGOV\/2025\/01\/28\/file_attachments\/3145820\/New%20York%20et%20al.%20v.%20Trump%20et%20al.%20Compl.pdf\">separate lawsuit<\/a> has been filed by a group of 22 states, including Wisconsin, and<br \/>\nthe District of Columbia also seeking to block the freeze. At this moment, it\u2019s unclear how far the lawsuits<br \/>\nwill proceed.<\/p>\n<p>In the meantime, the administration says it will continue its review of federal spending.<br \/>\nIn addition, we agree with the following recommendation from NASH (the National Association of Higher<br \/>\nEducation Systems:<\/p>\n<p>\u201cGiven uncertainty about next steps, NASH recommends that federal grantees make every effort to stay up<br \/>\nto date on drawing down federal funds in accordance with applicable laws, regulations, and grant terms. In<br \/>\naddition, recipients and subrecipients should consider looking closely at the terms and conditions of their<br \/>\naward agreements, agency-specific implementations of the Uniform Guidance (including appeal procedures<br \/>\nfor grant disputes, to the extent the agency has them), and the authorizing statute and any implementing<br \/>\nregulations for the programs they are working on to evaluate their options if the government suspends or<br \/>\nterminates their awards in the future.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Earlier today, the Trump administration rescinded its OMB directive implementing a sweeping freeze on federal grants and loans.
