on Wednesday, February 5, and heard the following bill relating to UW System:<\/p>\n<ul>\n<li><a href=\"https:\/\/docs.legis.wisconsin.gov\/document\/session\/2019\/REG\/SB718\"><strong>SB-718<\/strong><\/a>\u00a0<strong>Nitrate Reduction Pilot<\/strong>: creating a pilot grant program for farmers to reduce nitrate loading, funding research for nitrate loading reduction methods, extending the time limit for emergency rule procedures, providing an exemption from emergency rule procedures, granting rule-making authority, and making an appropriation.<\/li>\n<\/ul>\n<p><strong><em>UW-Stevens Point representative Kevin Masirik testified for information only. <\/em><\/strong><\/p>\n<ul>\n<li><a href=\"https:\/\/docs.legis.wisconsin.gov\/2019\/proposals\/sb722\"><strong>SB<\/strong>\u00a0<strong>722<\/strong><\/a><strong>\u2013 Groundwater Quality\u00a0<\/strong>\u2013 supporting the Center for Watershed Science and Education, creating a hydrogeologist position, funding research on phosphorus recovery and reuse, creating grant programs for counties to test wells and provide public education, granting rule-making authority, and making an appropriation<\/li>\n<\/ul>\n<p><strong><em>President Cross submitted written testimony, attached below, in favor of this bill<\/em><\/strong>.<\/p>\n<p>Following the public hearing, the Committee held an executive session and considered the following bills related to UW System:<\/p>\n<ul>\n<li><a href=\"https:\/\/docs.legis.wisconsin.gov\/document\/session\/2019\/REG\/SB712\"><strong>SB-712<\/strong><\/a><strong>\u2013<\/strong>\u00a0<strong>Freshwater Collaborative<\/strong>: funding a University of Wisconsin System freshwater collaborative and making an appropriation. <strong><em>Passed in a 5-0 vote<\/em><\/strong><\/li>\n<li><a href=\"http:\/\/docs.legis.wisconsin.gov\/2019\/proposals\/reg\/sen\/bill\/sb709\"><strong>SB 709<\/strong><\/a><strong>\u2013 Water Policy Office<\/strong>: creating an office of water policy and making an appropriation. <strong><em>Passed including <\/em><\/strong><a href=\"https:\/\/docs.legis.wisconsin.gov\/2019\/related\/amendments\/sb709\/sa1_sb709\"><strong><em>Amendment
