Solid waste is any garbage, refuse or other discarded material, including solid, liquid, semi-solid or contained gaseous materials. At the federal level, the US EPA regulates the management of both hazardous and non-hazardous solid waste under\u00a0the <strong><a href=\"https:\/\/www.epa.gov\/rcra\" target=\"_blank\" rel=\"noopener noreferrer\">Resource Conservation and Recovery Act (RCRA)<\/a><\/strong>. Proper waste management is the responsibility of each person on campus and helps ensure the protection of human health, the environment and university assets. It is mandatory that all hazardous waste generated at UW System campuses and facilities be handled under the\u00a0<a href=\"https:\/\/vendornet.wi.gov\/Contract.aspx?Id=25b864dc-3095-ef11-905a-00505684483d\" target=\"_blank\" rel=\"noopener noreferrer\">state hazardous and universal waste contract<\/a>.<\/p>\n<p>Hazardous waste is a specific category of solid waste that requires special management and disposal practices, as dictated by RCRA and the Wisconsin DNR under <strong><a href=\"https:\/\/docs.legis.wisconsin.gov\/code\/admin_code\/nr\/600\" target=\"_blank\" rel=\"noopener noreferrer\">Wisconsin Administrative Code Chapters 600-699: Hazardous Waste Management<\/a><\/strong>. Hazardous wastes are commonly generated from a variety of activities on campuses, including wastes from research laboratories, art studios, classrooms, grounds and facilities maintenance and custodial services, among others.<\/p>\n<p>Wastes generated at UW System campuses that are not hazardous wastes still may be prohibited from landfills or incineration. Please see the<strong> <a href=\"https:\/\/dnr.wisconsin.gov\/topic\/Recycling\/Law.html\" target=\"_blank\" rel=\"noopener noreferrer\">Wisconsin DNR Waste Reduction and Recycling Law<\/a><\/strong> webpage for more detail. Other regulated wastes that have specific management and disposal requirements include:<\/p>\n<ul>\n<li><strong><a href=\"https:\/\/www.epa.gov\/pcbs\/polychlorinated-biphenyl-pcb-containing-fluorescent-light-ballasts-flbs-school-buildings\" target=\"_blank\" rel=\"noopener noreferrer\">PCB and non-PCB ballasts<\/a><\/strong><\/li>\n<li><strong><a href=\"https:\/\/dnr.wisconsin.gov\/topic\/HealthWaste\" target=\"_blank\" rel=\"noopener noreferrer\">Healthcare Waste<\/a><\/strong><\/li>\n<li><strong><a href=\"https:\/\/apps.dnr.wi.gov\/doclink\/waext\/wa233.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Used Oil Management<\/a><\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<div class=\"bs-accordion \">\n            <div class=\"accordion-all-buttons\">\n          <a href=\"#\" class=\"accordions-showall btn btn-primary btn-xs\" role=\"button\" data-panel=\"866w9\"><span class=\"uw-resize-full\">Open All<\/span><\/a>\n        <\/div>\n        <div id=\"866w9\" class=\"panel-group\">\n         <div class=\"panel panel-default \" id=\"panel_hazardous-waste-definitions\">\n    <div class=\"panel-heading\" id=\"heading_hazardous-waste-definitions\">\n        <h4 class=\"panel-title\"><button href=\"#hazardous-waste-definitions\" data-toggle=\"collapse\" class=\"collapsed panel-link\" aria-expanded=\"false\" aria-controls=\"hazardous-waste-definitions\">Hazardous Waste Definitions<\/button><\/h4>    <\/div>\n    <div id=\"hazardous-waste-definitions\" class=\"panel-collapse collapse\"  role=\"tabpanel\" aria-labelledby=\"heading_hazardous-waste-definitions\" role=\"region\">\n        <div class=\"panel-body copy\">            \n            <\/p>\n<p>Hazardous waste is any solid waste not specifically excluded from the RCRA regulations and is either a listed waste or characteristic waste. Listed wastes are those that are specifically listed under the <strong>F-<\/strong>,<strong> K-<\/strong>,<strong> P- <\/strong>or<strong> U-list tables<\/strong>, while characteristic wastes are those that exhibit any one or more of the following hazardous properties:\u00a0<strong>ignitability<\/strong>,<strong> corrosivity<\/strong>,<strong> reactivity <\/strong>or<strong> toxicity<\/strong>. For more detail, please see the <a href=\"https:\/\/www.epa.gov\/hw\/defining-hazardous-waste-listed-characteristic-and-mixed-radiological-wastes#listed\" target=\"_blank\" rel=\"noopener noreferrer\">US EPA Defining Hazardous Waste<\/a> webpage.<\/p>\n<p>&nbsp;<\/p>\n<h6>Universal Waste<\/h6>\n<p>Universal waste is a specific category of hazardous wastes that qualifies for reduced hazardous waste management standards if managed properly under the alternative universal waste requirements. In Wisconsin, universal wastes include:<\/p>\n<ul>\n<li>Aerosol Cans (Add July 1, 2025 &#8211; more information will be posted as it becomes available)<\/li>\n<li><strong><a href=\"https:\/\/dnr.wisconsin.gov\/topic\/Recycling\/batteries.html\" target=\"_blank\" rel=\"noopener noreferrer\">Batteries<\/a><\/strong><\/li>\n<li><strong><a href=\"https:\/\/dnr.wisconsin.gov\/topic\/Recycling\/bulbs.html\" target=\"_blank\" rel=\"noopener noreferrer\">Light Bulbs<\/a><\/strong><\/li>\n<li><strong><a href=\"https:\/\/apps.dnr.wi.gov\/doclink\/waext\/WA1811.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Mercury-containing equipment<\/a><\/strong><\/li>\n<li><strong><a href=\"https:\/\/apps.dnr.wi.gov\/doclink\/waext\/WA1812.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Pesticides<\/a><\/strong><\/li>\n<li><strong><a href=\"https:\/\/apps.dnr.wi.gov\/doclink\/waext\/wa233.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Used Oil<\/a><\/strong><\/li>\n<\/ul>\n<p>For more detail, please see the <a href=\"https:\/\/dnr.wisconsin.gov\/topic\/Waste\/Universal.html\" target=\"_blank\" rel=\"noopener noreferrer\">Wisconsin DNR Universal Waste webpage<\/a>, which includes guidance documents for each type of universal waste.<\/p>\n<p>&nbsp;<\/p>\n<h6>Hazardous Waste Generator classifications<\/h6>\n<p>UW campuses that generate hazardous waste will fall into one of three classifications, depending on the volume of hazardous waste generated monthly: <strong>very-small-quantity generator (VSQG)<\/strong>,<strong> small-quantity generator (SQG) <\/strong>or<strong> large-quantity generator (LQG)<\/strong>. Please see the\u00a0<a href=\"http:\/\/dnr.wi.gov\/topic\/Waste\/Hazardous.html\" target=\"_blank\" rel=\"noopener noreferrer\">Wisconsin DNR Hazardous Waste <\/a>webpage and the <a href=\"https:\/\/www.epa.gov\/hwgenerators\/categories-hazardous-waste-generators\" target=\"_blank\" rel=\"noopener noreferrer\">US EPA Categories of Hazardous Waste Generators<\/a> webpage\u00a0for more information on the regulations and requirements for each generator type.<\/p>\n<p>        <\/div>\n    <\/div>\n<\/div> <div class=\"panel panel-default \" id=\"panel_hazardous-waste-determinations\">\n    <div class=\"panel-heading\" id=\"heading_hazardous-waste-determinations\">\n        <h4 class=\"panel-title\"><button href=\"#hazardous-waste-determinations\" data-toggle=\"collapse\" class=\"collapsed panel-link\" aria-expanded=\"false\" aria-controls=\"hazardous-waste-determinations\">Hazardous Waste Determinations<\/button><\/h4>    <\/div>\n    <div id=\"hazardous-waste-determinations\" class=\"panel-collapse collapse\"  role=\"tabpanel\" aria-labelledby=\"heading_hazardous-waste-determinations\" role=\"region\">\n        <div class=\"panel-body copy\">            \n            <\/p>\n<p>Prior to discarding a material, a waste determination must be made to decide how to properly and legally dispose of the material. The federal and state waste determination requirements may be met using\u00a0two methods:<strong> sampling and analysis <\/strong>or<strong> generator knowledge<\/strong>. Often the preferred method is waste sampling and analysis because this method is more accurate and defensible than applying generator knowledge.<\/p>\n<p>If generator knowledge is used alone or in conjunction with sampling and analysis to make a waste determination, detailed documentation that clearly demonstrates the information is sufficient to identify the waste must be maintained. Documenting both generator knowledge\u00a0and any analytical data is essential. Documentation used to support generator knowledge may include, but is not limited to: safety data sheets (SDS) or similar documents; a thorough process description, including data on all raw materials used in the process; and\/or other forms of detailed documentation. In Wisconsin, hazardous waste determinations are governed by\u00a0<a href=\"https:\/\/docs.legis.wisconsin.gov\/code\/admin_code\/nr\/600\/661.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Wisconsin Administrative Code Chapter\u00a0NR 661: Hazardous Waste Determination and Listing<\/a>. Also, see the\u00a0<a href=\"https:\/\/apps.dnr.wi.gov\/doclink\/waext\/wa1152.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Wisconsin DNR Waste Determinations &amp; Recordkeeping<\/a>\u00a0guidance document for more information.<\/p>\n<p>        <\/div>\n    <\/div>\n<\/div> <div class=\"panel panel-default \" id=\"panel_hazardous-waste-manifesting\">\n    <div class=\"panel-heading\" id=\"heading_hazardous-waste-manifesting\">\n        <h4 class=\"panel-title\"><button href=\"#hazardous-waste-manifesting\" data-toggle=\"collapse\" class=\"collapsed panel-link\" aria-expanded=\"false\" aria-controls=\"hazardous-waste-manifesting\">Hazardous Waste Manifesting<\/button><\/h4>    <\/div>\n    <div id=\"hazardous-waste-manifesting\" class=\"panel-collapse collapse\"  role=\"tabpanel\" aria-labelledby=\"heading_hazardous-waste-manifesting\" role=\"region\">\n        <div class=\"panel-body copy\">            \n            <\/p>\n<p>The Hazardous Waste Manifest System is a set of forms, reports and procedures designed to seamlessly track hazardous waste from the time it leaves the generator facility until it reaches the off-site waste management facility that will store, treat or dispose of the hazardous waste. The system allows the waste generator to verify that their waste has been properly delivered and that no waste has been lost or unaccounted for in the process.<\/p>\n<p>The key component of this system is the <strong><a href=\"https:\/\/www.epa.gov\/hwgenerators\/uniform-hazardous-waste-manifest-instructions-sample-form-and-continuation-sheet-and\" target=\"_blank\" rel=\"noopener noreferrer\">Uniform Hazardous Waste Manifest<\/a><\/strong>, which is a form prepared by all generators who transport, or offer for transport, hazardous waste for off-site treatment, recycling, storage or disposal. The manifest is required by the Wisconsin DNR, US EPA and DOT. Each party that handles the waste signs the manifest and retains a copy. This ensures critical accountability in the transportation and disposal processes. Once the waste reaches its destination, the receiving facility returns a signed copy of the manifest to the generator, confirming that the waste has been received by the designated facility.<\/p>\n<p>Staff at UW System campuses who sign Uniform Hazardous Waste Manifests must be trained hazmat employees <a href=\"https:\/\/www.ecfr.gov\/cgi-bin\/text-idx?SID=23b9971af961d0bf12682f30477ac80f&amp;mc=true&amp;node=pt49.2.172&amp;rgn=div5#sp49.2.172.h\" target=\"_blank\" rel=\"noopener noreferrer\">(49 CFR 172 Subpart H)<\/a>. Please see the\u00a0<strong><a href=\"https:\/\/dnr.wisconsin.gov\/topic\/Waste\/Manifest.html\" target=\"_blank\" rel=\"noopener noreferrer\">Wisconsin DNR Hazardous Waste Manifest Requirements<\/a><\/strong>\u00a0for more detail.<\/p>\n<p>In 2025 the WI DNR transitioned from the state Switchboard to <a href=\"https:\/\/rcrainfo.epa.gov\/rcrainfoprod\/action\/secured\/login\">RCRAinfo EPA website<\/a> for all reporting and documentation, this include electronic manifesting. Typically all LQG and SQG would be required to enter the RCRAinfo site to retrieve the completed electronic copies of the manifest; however, the state hazardous waste contractor has agreed to email completed manifests as well as upload them to the RCRAinfo website. Here is a link to the <a href=\"https:\/\/youtu.be\/aGCX5mWRhhM?feature=shared\">WI DNR <em>Navigating RCRAINFO <\/em>webinar<\/a> that covers website navigation, documentation and reporting.<\/p>\n<p>        <\/div>\n    <\/div>\n<\/div> <div class=\"panel panel-default \" id=\"panel_hazardous-waste-minimization\">\n    <div class=\"panel-heading\" id=\"heading_hazardous-waste-minimization\">\n        <h4 class=\"panel-title\"><button href=\"#hazardous-waste-minimization\" data-toggle=\"collapse\" class=\"collapsed panel-link\" aria-expanded=\"false\" aria-controls=\"hazardous-waste-minimization\">Hazardous Waste Minimization<\/button><\/h4>    <\/div>\n    <div id=\"hazardous-waste-minimization\" class=\"panel-collapse collapse\"  role=\"tabpanel\" aria-labelledby=\"heading_hazardous-waste-minimization\" role=\"region\">\n        <div class=\"panel-body copy\">            \n            <\/p>\n<p>The hazardous waste regulations also include requirements for waste minimization efforts <a href=\"https:\/\/www.ecfr.gov\/cgi-bin\/text-idx?SID=d208d62894d5d40b701c5493a2502ee9&amp;node=pt40.26.262&amp;rgn=div5#se40.28.262_127\" target=\"_blank\" rel=\"noopener noreferrer\">(40 CFR 262.27)<\/a>. The US EPA provides some guidance on\u00a0<a href=\"https:\/\/archive.epa.gov\/epawaste\/hazard\/wastemin\/web\/html\/faqs.html\" target=\"_blank\" rel=\"noopener noreferrer\">waste minimization frequently asked questions<\/a>, and the\u00a0<a href=\"https:\/\/dnr.wisconsin.gov\/topic\/SmallBusiness\/Primer\/P2Information.html\" target=\"_blank\" rel=\"noopener noreferrer\">Wisconsin DNR Pollution Prevention<\/a>\u00a0webpage provides additional resources at the state level. Efforts at pollution prevention, source reduction, recycling and reclamation can all fall under the umbrella of waste minimization. Some possibilities for minimization efforts at UW System campuses include:<\/p>\n<ul>\n<li>Substituting less hazardous and\/or more recyclable materials in any application<\/li>\n<li>Improving chemical inventory management and redistribution<\/li>\n<li>Implementing a mercury thermometer replacement program<\/li>\n<li>Promoting microscale techniques in laboratories<\/li>\n<li><a href=\"https:\/\/www.wisconsin.edu\/ehs\/hazmat\/laboratory-experiments\/\">Collection of laboratory experiments<\/a> that utilize less hazardous materials to eliminate\/reduce exposure and generation of hazardous waste.<\/li>\n<\/ul>\n<p>        <\/div>\n    <\/div>\n<\/div> <div class=\"panel panel-default \" id=\"panel_hazardous-waste-spills-and-reporting\">\n    <div class=\"panel-heading\" id=\"heading_hazardous-waste-spills-and-reporting\">\n        <h4 class=\"panel-title\"><button href=\"#hazardous-waste-spills-and-reporting\" data-toggle=\"collapse\" class=\"collapsed panel-link\" aria-expanded=\"false\" aria-controls=\"hazardous-waste-spills-and-reporting\">Hazardous Waste Spills and Reporting<\/button><\/h4>    <\/div>\n    <div id=\"hazardous-waste-spills-and-reporting\" class=\"panel-collapse collapse\"  role=\"tabpanel\" aria-labelledby=\"heading_hazardous-waste-spills-and-reporting\" role=\"region\">\n        <div class=\"panel-body copy\">            \n            <\/p>\n<p>Hazardous materials releases (i.e., spills) can occur at any time and anywhere on campus, especially in laboratories and facilities and maintenance areas. All personnel at UW System campuses who work with or within areas that contain hazardous materials should be trained on the proper prevention of and response to spills, fires or other emergencies. In addition, hazardous materials spills often require immediate reporting to both internal and external agencies. The Wisconsin DNR broadly defines a reportable spill as a discharge of a hazardous substance that adversely impacts, or threatens to adversely impact, human health, welfare or the environment and requires an immediate response.
