The policy affirms the Board\u2019s commitment to academic freedom and freedom of expression. In the spring of 2024, the Wisconsin Institute for Citizenship and Civil Dialogue (WICCD) was created to enhance the way in which the Universities of Wisconsin Administration (UWSA) and the UW universities fulfill the roles and responsibilities under RPD 4-21.\u00a0 For more information on this topic visit WICCD\u2019s <a href=\"https:\/\/www.wisconsin.edu\/wiccd\/\" data-auth=\"NotApplicable\">website<\/a>.<\/p>\n<h3>Constitution Day<\/h3>\n<p>September 17 is designated as Constitution Day which commemorates the signing of the U.S. Constitution in 1787. This day provides an opportunity to reflect on the foundational principles of the Constitution, including the First Amendment, which guarantees freedoms of speech, assembly, and the press. These freedoms are directly related to academic freedom and freedom of expression. Per 36 U.S. Code 106, \u201ceach educational institution that receives Federal funds for a fiscal year shall hold an educational program on the United States Constitution on September 17 of such year for the students served by the educational institution\u201d. As part of the annual report (described above), UW institutions provide examples of activities, efforts, and communications that support the universities commitment to academic freedom and freedom of expression (such as Constitution Day educational programs for students).<\/p>\n<h3>Civil Dialogue Project<\/h3>\n<p>The UW shares the responsibility to create an environment where members of the university community may freely engage with others. This includes upholding the legal and practical applications of free speech concepts to promote engagement, civility, and discourse in the expression of ideas, beliefs, and opinions that may be controversial or strongly opposed by others. The UW also cultivates an environment where living, learning, and working are embraced by mutual respect. The goal of the Civil Dialogue Project is to develop resources, training programs, and events to supplement the current and ongoing efforts of our public universities in the promotion of freedom of expression and civil discourse on their campuses.
