Four Institutions to Host
Model PK-16 Academies

Three public universities and one private college have agreed to serve as host locations for Wisconsin's Model PK-16 Academies. The public universities are:

The private college is:

Purpose
Model PK-16 Academies will foster the creation of a system in which all higher education faculty share the responsibility for ensuring that preservice teachers meet the content and pedagogy standards contained in Wisconsin Department of Public lnstruction (DPI) Teacher Education Program Approval and Licenses, Chapter PI 34 Rules. Further, this structure will ensure that preservice teachers are prepared to teach and assess the curriculum described by the Wisconsin Model Academic Standards (WMAS).
Structure
Model PK-16 Academies will be implemented at four postsecondary institutions for one calendar year (three UW institutions and one private). Each Academy will be composed of faculty/staff from the School of Education, the School of Letters and Science and PK-12 institutions. The deans of the two schools or/and their designees will provide leadership. The selection of participants will be a local decision, with the proviso that each of the three constituent groups above is represented.

Outcomes

The Academies will develop models and frameworks in the areas of teacher quality improvement and curriculum alignment. The participants will:

  • examine the teacher preparation curriculum and program in light of the ten educator standards included in PI-34 and the content and process standards in WMAS;

  • determine if the current curriculum will prepare students to meet the certification requirements and to teach and assess the content described by the WMAS; and

  • where required, plan/implement revision of the current curriculum.

The focus will be on establishing enduring partnerships between PK-12 and postsecondary institutions and enhancing the quality of teacher preparation. The leadership of each academy will establish a steering committee and develop a framework and a timeline, which will be reviewed by UW System and DPI staff. Participants in the Academy will be asked to document their process, to collect artifacts, such as revised syllabi or assessments, and to develop an evaluation plan. It is assumed that the evaluation plan will be structured to be complementary to the requirements of the 1998 revisions to Title II of the Higher Education Act. The material developed by each Academy will be disseminated and made available for use by other institutions to enable them to replicate the processes and structures. Leaders from the Academies will be invited to participate in regional workshops at the conclusion of the project year to share models and frameworks with faculty from other teacher preparation programs.

Support

Funding for this project is available through a Department of Education, Title II Teacher Quality Enhancement Supplemental Grant. An implementation award of $10,000 for the project year will be provided to each Academy to support this work. UW System and the Department of Public lnstruction staff will be available to meet with the Academy steering committee to assist in planning. UW System staff, under the direction of the Director of PK-16 Initiatives, will be available to provide additional assistance and facilitate academy activities throughout the project year as required. A project evaluator will be provided.
