CDR Liaison/Institutional Researchers Meeting

Summary

 

  1. UW System and Institutional Accountability.
    1. Both reports will be more closely aligned with the Growth Agenda and the More Graduates initiative. Numeric goals from campus plans will be incorporated into the accountability reports. Other proposed changes include:
      1. Detailed enrollment, retention, transfer, numeric goals, and graduation tables will be included in institutional accountability reports.
      2. The institutional reports will have a new Closing the Achievement Gap page.
      3. There are some changes regarding Students of Color (SOC) and Underrepresented Minorities (URM).
        1. Race/ethnicity detail will be retained.
        2. SOC and disaggregated race/ethnicity will be the focus in most areas, such as access, enrollment, faculty/staff diversity.
        3. The Closing the Achievement Gap focus will be on URM and lower-income students. The base year for the Achievement Gap research is 1999, with a goal of halving the gap by 2015.
        4. The system accountability report will include Access for Transfer Students as an indicator.
    2. Partnership data will be reported in the same way as last year – with only Systemwide totals reported in the System report. If more emphasis is placed on this data, an evaluation of its reliability and validity will be made next year.

  2. More Graduates Initiative .
    1. The Senior Vice President for Academic Affairs has been visiting individual Provosts this fall to discuss the More Graduates initiative. Three themes have emerged from the visits: tracking the process; understanding connections between strategies; and sharing of best practices.
    2. Workshops are being scheduled:
      1. December 8, 2010—workshop on tracking progress and linkages between actions and goals. [Note: the date was announced as Dec 7 at the CDR/IR meeting but was subsequently changed to Dec 8.]
      2. March 3, 2011—Retention conference.
      3. Date TBA—Math course redesign conference.
    3. Data collection strategies are important, and there is a need for more frequent and earlier information about progress. Data will be incorporated into monthly Provost meetings. This was first done at the October Meeting, where retention data was presented. The group asked that data be shared with IR offices before the meeting.
    4. UWSA has been working on its own More Graduates plan, which has a variety of strategies and actions including: prior learning assessment, math course redesign, transfer policy redesign, inclusive excellence, and high impact practices.

  3. Longitudinal Data Systems
    1. Wisconsin has received a federal, Department of Education, grant to establish a P20 data infrastructure. Receipt of American Recovery and Reinvestment Act (ARRA) funding, required the Governor to enact WI Act 59 encouraging and allowing for cooperative research on education programs between partner agencies. The four partner agencies, UW System, WAICU, WTCS, and DPI, subsequently signed a data sharing compact.
    2. The data system project will create an infrastructure across the individual sectors focusing on interoperability and common data elements.
    3. Proposed new data elements necessary for interoperability include complete birthdate, student name (for all students), and the DPI Wisconsin Student Number (WSN).
    4. Research projects will require specific Memoranda of Agreement between the individual partner agencies.
    5. The grant administration requires a statement of work to be completed from the UW institutions and from MILER to system administration outlining anticipated resource needs to submit the proposed data elements on the CDR. Campuses will need to estimate resource requirements and bill UWSA via a statement of work. There are likely to be two statements of work, one for the fall 2011 collection of student name data elements and complete birthdate; and a subsequent one for the collection of the WSN.

  4. CDR Future Directions .
    1. A CDR Visioning Group has been formed with the following charge:
      1. Evaluate the CDR PeopleSoft (MILER) interface.
      2. Identify core strengths and gaps.
      3. Define business needs.
      4. Establish business process for future expansion with investment in users.
    2. CDR data collection changes. Additional data on course completion is being requested, in part to facilitate the More Graduates Initiative.
      1. The Provosts have endorsed the proposal as a way to monitor progress to degree.
      2. CDR proposes to collect the following in the post-term data submission:
        1. Course section records;
        2. Course completion status;
        3. Demographics for late registering students; and
        4. Curricular data for late starting courses.
      3. The proposed timeline is to collect the new elements beginning in summer 2011-12.
      4. Working groups will address content and implementation.
        1. Content issues may include the definition of a successful completion and the definition of end of term enrollment.
        2. Implementation issues may include identification of source data in PeopleSoft and procedures for identifying late starting courses.
      5. Workgroups may start working in November, and then communicate by email over the rest of fall semester.

  5. CDR Data Element Updates – proposed changes for summer/fall 2011.
    1. The Wisconsin Covenant Scholar is proposed as a new data element.
    2. Longitudinal data system elements including first name, middle name/initial, last name, and birthdate were proposed to be added.
    3. Primary distance education data elements would be eliminated.

  6. Campus Participation in External Surveys.
    1. UW institutions deal with an increasing number of requests for participation in external surveys, but only a limited number of these can be completed. IR staff conducted a survey of IR offices to see which institutions participated in which external surveys. A summary of the overall results was distributed; details by UW will be posted to the OPAR website attached to the meeting agenda.
    2. UW-Stevens Point has criteria for evaluating whether to participate in external surveys. These were developed with the help of the external relations office, and were circulated in the handout. The institution has stopped participating in some surveys based on these criteria.
    3. Discussion followed on the usefulness of various rankings and guide books, both to the institution and to potential students. A new Common Data Set initiative that provides data on emerging issue areas such as campus safety may be one way to address the survey overload problem.
    4. There is a sense that institutional surveys and UW System surveys may still conflict. The group likes the three year survey cycle used for accountability reporting and would welcome OPAR's help in coordinating all UW System-sponsored surveys. In addition, their expertise would be welcomed in evaluating the quality of proposed surveys.

  7. Campus Updates. The traditional campus round robin discussed IR office personnel changes and new institutional research initiatives.

  8. Race/Ethnicity Reporting.
    1. Underrepresented Minorities (URM). OPAR has added a URM indicator to the CDR database views. It is described in the Views Documentation.
    2. OPAR will begin reporting Hispanic/Latino and Two or More Races ethnicity with the federally-mandated practice where students who report Hispanic/Latino ethnicity alone or in conjunction with one or more other race/ethnicities will be reported as Hispanic/Latino.

  9. Access to Success (A2S) Projects .
    1. The Access to Success initiative was described in a presentation used by the Senior Vice President for Academic Affairs at the October 2010 Board of Regents meeting. The Powerpoint will be posted to the OPAR website attached to the meeting agenda. Twenty-four (24) colleges and university systems have signed on to the project, which is sponsored by the Education Trust and the National Association of System Heads, with funding from the Lumina and Gates foundations.
    2. Progress towards the initiative's goals will be measured by access, by success, and by access plus success, or whether system graduates reflect the diversity of high school graduates statewide. The Delivery Institute is assisting A2S participants in setting goals, collecting data, providing feedback, and determining best practices. Examples of leading indicators include completion of remediation, enrollment in gateway courses, and credit accumulation.
    3. Other A2S subprojects include math course redesign, enrollment management, Native American Student Success, and the Equity Scorecard.

  10. IPEDS Update.
    1. An overview was provided for new staff.
    2. The primary changes to this year's collection are the mandatory human resource race/ethnicity reporting and finance survey alignments.

  11. Next Meeting. The group favored holding the next meeting, face-to-face, in late April 2011.
