Legislative Update

Joint Finance Committee Proceedings

The committee's work on the budget stalled this week due to differences between the Senate and Assembly Republicans on a property tax freeze and distribution of shared revenue payments to local governments. The committee is scheduled to reconvene Monday, June 2, with hope of finishing its work on the state budget.

The UW System is still working to delete Gov. Jim Doyle's recommendation to remove the UW Board of Regents exemption from Department of Administration oversight of telecommunications activities. LFB summary of Governor's recommendation, p. 28 Item 2 [PDF]

The committee unanimously approved construction of the UW-Madison/Madison Gas & Electric Cogeneration Plant. LFB paper on the proposed facility. [PDF[

Committee Hearings

The Assembly Committee on Colleges and Universities will hold votes on the following UW-related bills on Tuesday, June 3.
AB-66. Requires students admitted to the UW Medical School to take the Medical College Admission Test. Currently, students in the Medical Scholars program are not required to take the MCAT.
AB-208. Changes membership of the Board of Regents by substituting a resident from each of the 16 technical college districts for the Technical College System Board member and the 14 citizen members and by adding a student member who is at least 24 years old.
AB-342. Makes a student convicted of drug charges ineligible for state financial aid.
AB-344. Requires UW System and private colleges to inform residence hall students about meningococcal disease (Meningitis) and to obtain confirmation of the student's vaccination or choice not to be vaccinated.

The Assembly and the Senate plan to meet Tuesday, June 3.

New Legislation Circulating

LRB 2528/2, by Rep. Jeff Wood (R-Chippewa Falls), requires sabbatical leaves for University of Wisconsin faculty to be paid only through gifts and grants.

New Legislation Introduced

AB-366. COLLEGE CREDITS (Bies) This bill requires the Board of Regents to accept all credits transferred within the UW System, including credits transferred between two-year UW System colleges, and all credits transferred from the technical college system. The bill also requires each technical college district board to accept credits transferred from another technical college district or from a UW System institution. Referred to the Colleges and Universities Committee.
