Legislative Update

Joint Finance Committee Proceedings

Joint Finance Committee executive sessions began this week and are expected to be completed in late May. The committee removed some policy items from the budget, including one that assessed nonresident tuition for certain undocumented students. The committee voted on Wednesday to delete nearly $15 million from the Health Care Grants program in the Wisconsin Technical Colleges budget proposal by Gov. Jim Doyle. The UW System budget has not yet been scheduled for consideration by the Joint Finance Committee.

Floor Session

The Senate will NOT meet on Tuesday, April 29. It is expected to meet next on Tuesday, May 6.

The Assembly is scheduled to convene at 11 a.m. on Tuesday, April 29. The proposed calendar includes AB-74: Tuition vouchers for students who sound Taps at military honors funerals.

The Assembly will not be in session on Wednesday, April 30.

New Legislation Circulating

LRB 0220/3 (Sen. Risser, D-Madison). The proposed legislation would allow teaching assistants and program assistants within the University of Wisconsin System to participate in the WRS.

New Legislation Introduced

AB-264 (Rep. Richards, D-Milwaukee). The legislation would prohibit parking for non-residents on certain streets at the UW-Milwaukee campus (To Committee on Urban and Local Affairs).

AB 173 (Rep. Loeffelholz, R-Platteville) Increases the authorized general fund supported borrowing authority of the state by $4,900,000 for the purpose of constructing a veterinary diagnostic laboratory located at UW-Madison. The bill also increases the amount enumerated for the laboratory under the 2001-03 authorized state building program from $20,000,000 to $24,900,000. (To Committee on Agriculture).
