The new head of the state's largest university made the case for her proposal to fund UW-Madison's future in a talk Tuesday. In her first year as chancellor, Carolyn "Biddy" Martin's "Madison Initiative" called for implementing a differential tuition for undergraduates that will be phased in during the next four years, starting with an additional $250 per year for in-state students. John O. Schwenn will be inaugurated as the fourth president of Dalton State College on Friday...A native of La Crosse, Wis., Schwenn received a bachelor of science degree in 1971 from the University of Wisconsin-La Crosse, a master of science degree in 1973 and the doctorate in rehabilitation and special education with a minor in educational psychology in 1976, both from the University of Wisconsin-Madison. Schwenn was presented the University of Wisconsin-La Crosse Distinguished Alumni Award in 2005.
