A column addressing a proposal that would allow students to attend UW System institutions for free in exchange for a commitment to remain in Wisconsin after they receive their degrees.

When she arrived in Wisconsin six years ago, Carolina Bacelis knew little English; this past weekend, the Mexico native and UW-Green Bay graduate delivered the commencement address at the campus's graduation ceremony.

A number of UW System graduates have never stepped foot on the campuses from which they receive their degrees; instead they learn through online and interactive televised materials as part of UW System distance-learning programs.

UW-Madison will receive a $5 million grant to help develop entrepreneurship opportunities for students outside of the Business School.

UW-Fox Valley Dean Jim Perry said he is concerned that rising costs may prevent the college from building a new communication arts and theatre building unless the institution begins construction soon.
